Yes. Unless you obtained a full driving licence prior to 1st February 2001 and only want to drive a moped (category P or AM).
You must have a valid Certificate of Completion of an Approved Training Course (DL196) before you can ride a motorcycle or scooter of up to 125cc with L-plates on a provisional licence (or a 50cc moped if you are 16).
